• Ölbekämpfungsschiff THOR und Mehrzweckschiff NEUWERK im Einsatz
• RWE-Experten unterstützten bei Planung und Durchführung

Unter der Leitung des Havariekommandos trainierten gestern die Besatzungen zweier Spezialschiffe erstmals den Einsatz in einem Offshore-Windpark nördlich von Helgoland. Für die Übung im Baufeld des Windparks Nordsee Ost hat das Havariekommando das Ölbekämpfungsschiff THOR und das Mehrzweckschiff NEUWERK in den Einsatz geschickt.

„Ziel war es, erste Erfahrungen über die Manövrierfähigkeit der Schiffe und den Einsatz der bordeigenen Ölbekämpfungsgeräte innerhalb eines Windparks zu sammeln“, erklärt der OSC (Einsatzleiter Ort) des Havariekommandos, Michael Akkermann. Das Havariekommando hat mit der Übung wichtige Erkenntnisse für den Umgang mit einer großflächigen Ölverschmutzung innerhalb eines Offshore-Windparks gewonnen. So wurden die Zusammenarbeit und Koordination der verschiedenen Schiffstypen und Organisationen sowie die Erprobung der Kommunikations- und Meldewege geübt. „Vieles müssen wir natürlich noch am Schreibtisch auswerten, aber Alles in Allem, haben die Besatzungen hervorragende Arbeit geleistet, der Einsatz der bordeigenen Ölbekämpfungsanlagen ist innerhalb der Windparks möglich“, fasst Michael Akkermann die Übung zusammen.

Dazu lieferten die Experten der RWE Innogy wertvolle Hinweise für den Umgang mit und an den Windenergieanlagen. „Eine Ölbekämpfungsübung, wie sie heute erstmalig vom Havariekommando im Baufeld eines Offshore-Windparks durchgeführt wurde, liefert wichtige Erkenntnisse für den Ernstfall. Wir freuen uns bei dieser gelungenen Premiere dabei gewesen zu sein und mit unserem Wissen bei der Planung und Durchführung unterstützt zu haben“, erklärt Marcel Sunier, Projekt Direktor für den Offshore-Windpark Nordsee Ost bei RWE Innogy. „Die Sicherheit unserer Mitarbeiter und der Schutz der Umwelt haben für uns oberste Priorität. Wir arbeiten deshalb bereits jetzt während der Errichtung unseres Windparks Nordsee Ost eng mit den Mitarbeitern des Havariekommandos zusammen.“

Das Havariekommando ist bestrebt, die Übungen in Offshore-Windparks zu etablieren, um wei-tere Methoden zu testen und die Besatzungen der deutschen Ölbekämpfungsschiffe weiter zu trainieren, um ein Höchstmaß an Einsatzfähigkeit herzustellen. Das Übungsszenario ist davon ausgegangen, dass aus unbekannter Ursache eine größere Gewässerverunreinigung direkt in den Windpark treibt.

Das Bundeskabinett hat den Gesetzentwurf für eine Novellierung des Erneuerbare Energien-Gesetzes (EEG) (PDF: 3,07 MB) beschlossen. "Wir haben in sehr kurzer Zeit die Voraussetzung für einen Neustart der Energiewende geschaffen", betonte Bundesminister Gabriel.
Die grundlegende Reform des EEG hat zum Ziel, mithilfe von verbindlichen Ausbaukorridoren den Ausbau der erneuerbaren Energien für alle Beteiligten planbarer zu machen. Zudem soll der weitere Kostenanstieg spürbar gebremst werden. Und schließlich sollen mit der Novelle des EEG die erneuerbaren Energien stärker an den Markt herangeführt werden. 

Die schnelle und grundlegende Reform des Erneuerbare-Energien-Gesetzes (EEG) ist eine der Hauptaufgaben der neuen Bundesregierung.
Bei der EEG-Reform geht es insbesondere darum, den weiteren Kostenanstieg spürbar zu bremsen, den Ausbau der erneuerbaren Energien planvoll zu steuern und die Marktintegration der erneuerbaren Energien voranzutreiben. Dabei ist klar: Der Strompreis ist ein zentraler Wettbewerbsfaktor für energieintensive Unternehmen. Die Wettbewerbsfähigkeit und damit die Arbeitsplätze der stromintensiven Industrie, die im Vergleich zur internationalen Konkurrenz jetzt schon hohe Strompreise zahlt, dürfen nicht gefährdet werden. Denn der industrielle Kern unserer Wirtschaft ist der Schlüssel für Wohlstand und Beschäftigung in Deutschland.

Den Ausbau der erneuerbaren Energien fortsetzen und steuern:

Die im Koalitionsvertrag vereinbarten ehrgeizigen Ausbauziele für die erneuerbaren Energien – auf einen Anteil von 40 bis 45 Prozent im Jahre 2025 und von 55 bis 60 Prozent im Jahr 2035 – sollen unter Einbindung aller relevanten Beteiligten in Deutschland erreicht und die Kosten begrenzt werden. Dazu sollen für die verschiedenen Arten erneuerbarer Energien jeweils technologiespezifische Ausbaukorridore im Gesetz verbindlich so festgelegt werden, dass der Ausbau auf die kostengünstigen Technologien konzentriert wird:

• Bei der Solarenergie wird ein jährlicher Zubau von 2.500 Megawatt (brutto) angestrebt;

• bei der Windenergie an Land ein jährlicher Zubau von 2.500 Megawatt (netto),

• bei der Windenergie auf See sollen 6.500 Megawatt bis 2020 und 15.000 Megawatt bis 2030 installiert werden;

• bei der Biomasse wird wegen der hohen Kosten ein jährlicher Zubau von circa 100 Megawatt (brutto) angestrebt;

• bei der Geothermie und Wasserkraft sind aufgrund der Marktentwicklung keine Maßnahmen zur Mengensteuerung erforderlich.

Der Ausbau der erneuerbaren Energien muss dabei eng mit dem Ausbau der Stromnetze verknüpft werden. Dies erfordert jedoch eine ganzheitliche Regelung im Energiewirtschaftsgesetz (EnWG). Eine solche Regelung wird derzeit erarbeitet, kann aber bei der anstehenden EEG-Reform noch nicht berücksichtigt werden.

Nach sechs Jahren Vorbereitung,Planung und Bauzeit wurde in der Nacht vom zweiten auf den dritten April die letzte der 80 Turbinen im Windpark "Meerwind Süd |Ost" errichtet. Parallel dazu wurde auch das Herz des Windparks, die Topside von dem Spezialschiff "Oleg Strashnov" am frühen Morgen auf das Jacket gestellt. Im Konsortium mit der WeserWind GmbH Offshore Construction Georgsmarienhütte hat die Firma Alstom Grid die Offshore-Umspannplattform für die Betreiberfirma WindMW gebaut. Siehe auch den Videoclip hier:

Bei WindMW ist man zuversichtlich noch bis zum Herbst den ersten Strom zu liefern.

Die in Bremerhaven ansässige Spezialfirma WeserWind GmbH war für den Bau der Stahlunterkonstruktion und für die Ausstattung der Plattform zuständig und hätte diese eigentlich schon vor fast einem Jahr abliefern müssen. Durch diese Verspätung sind dem Windparkbetreiber WindMW hohe finanzielle Einbußen entstanden und das zieht sicherlich noch einen Rechtstreit nach sich. Wegen fehlender Folgeaufträge hatte das Unternehmen WeserWind im Jahr 2013 seine Mitarbeiter schon in Kurzarbeit geschickt und auch die Geschäftsleitung wurde im Herbst 2013 vom Mutterkonzern Georgsmarienhütte ausgewechselt.

Alstom und WeserWind haben das Offshore-Umspannwerk für den Windpark Meerwind Süd/Ost in der Nordsee ausgeliefert und an die Bremerhavener WindMW GmbH übergeben. Die Plattform samt Umspannwerk mit einem Gesamtgewicht von 3.000 Tonnen wurde am 2. April in das Baufeld in der deutschen Nordsee bei Helgoland geschleppt. 
Das schlüsselfertige Offshore-Umspannwerk ist Teil der Windparks Meerwind Süd und Meerwind Ost, einem Projekt der Bremerhavener WindMW GmbH. Die Plattform, auf der das gesamte Offshore-Umspannwerk untergebracht ist, wurde inzwischen durch die WindMW GmbH offshore installiert, und sie wird derzeit für den Betrieb vorbereitet.
Das Projekt Meerwind wird den effizienten und direkten Zugang zur Windenergie in Deutschland ermöglichen. Die insgesamt 80 Windkraftanlagen können bis zu 288 MW in das Stromnetz einspeisen. Über das Umspannwerk werden die Windturbinen mit dem Anschlusspunkt des Übertragungsnetzbetreibers an das Stromnetz verbunden. Die beiden Offshore-Windparks sind nach der Fertigstellung in der Lage, zukünftig 400.000 Haushalte mit Strom zu versorgen und jährlich über eine Million Tonnen an CO2-Emissionen im Vergleich zu Kohlekraftwerken einzusparen. Die Wassertiefe der Windparks liegt zwischen 22 und 26 Metern.

Wir sind stolz darauf, mit unseren Projektteams in Deutschland einen weiteren wichtigen Beitrag zur Realisierung der Energiewende zu leisten sagt Dr. Jochen Schwarz, als Vorstand der ALSTOM Deutschland AG verantwortlich für den Bereich Energieübertragung. „Mit diesem Erfolg bestätigen wir erneut unsere technische Kompetenz und unsere führende Rolle bei der Netzanbindung von Offshore-Windparks. Die bereits im Betrieb befindlichen Offshore Umspannstationen Borkum West II, Global Tech 1 und alpha ventus unterstreichen dies deutlich.

Das Projekt beinhaltete neben der technischen Entwicklung und Bauabwicklung auch Design, Auslegung und Lieferung aller elektrotechnischen Komponenten durch Alstom Grid. Der Standort Dresden war dabei für die Projektleitung verantwortlich, der Standort Mönchengladbach lieferte zwei 280 MVAr Transformatoren für die Plattform. Die Spezialfirma WeserWind GmbH Offshore Construction Georgsmarienhütte zeichnet für Design, Fertigung und Lieferung der Stahlkonstruktion der Plattform mit Hubschrauberlandeplatz sowie der Unterstruktur verantwortlich.
